Can I delete an assessment template from the Create/Launch page that was created by another user in my organization?

No, you cannot delete an assessment template created by another user in your organization.
The delete button will be disabled for such templates.
If you hover over the disabled button, a message will appear explaining the restriction (see screenshot below).
You can only delete

1. Templates that you personally created, and

2. Only if they are not active
Note: Even if you are the creator, you cannot delete active templates from the Create/Launch page.
