If we initiate the Tier 2 SCV assessment before Tier 1 and later launch the Tier 1 SCV assessment with a different start date, will there be any issue with the part data linkage once the SCV assessments are completed?

When initiating the Tier 2 SCV assessment ahead of Tier 1 and subsequently launching the Tier 1 SCV assessment with a different start date, it appears to cause issues with the expected linkage of part data between the assessments.
Despite providing the same sub-tier parts in both assessments, the linkage doesn't occur as intended.
New sub-tier parts added to Tier 1 assessment also don't flow into the Tier 2 assessment.
Hence, when we kick-off Tier 2 assessment prior to Tier 1, then the parts linkage will not be carried out.
