How is the Event ID number issued? (By each news or by each incident or by each region?)

Event IDs are unique and randomly generated. These are assigned to events with disruption having warroom capabilities and bulletins / alerts.
Event IDs are different for a customer and each supplier for a same event e.g. an event affecting a customer and 5 of their suppliers, will have 6 unique event IDs i.e. 1 for the customer and 5 for the five suppliers potentially impacted.
