Who will receive impact confirmation in case our sub-tier supplier is impacted, either the sub-tier supplier itself or its associated higher-tier supplier?

Sub tier suppliers will receive impact confirmation if they are directly impacted by the event.
If the customer's supplier impact confirmation setting "Request impact confirmation from Sub-Tier Partners (partner provided sites)" is enabled and there is an emergency contact provided, then the sub tier supplier will receive the impact confirmation.
Higher tier suppliers will not receive email notifications from Resilinc for this event unless they are also directly impacted tier 1 or tier 2 suppliers, based on the customer's other supplier impact confirmation settings.
