If a user is assigned as a Site Emergency Contact for specific sites, they will receive the supplier impact confirmation email only for those sites where they are designated as the Site Emergency Contact.
If a user is assigned as a Partner Emergency Contact for a supplier, they will receive the email for all impacted sites associated with that supplier.
Example:
Event 1: 12 Sites Impacted
User1 - Partner Emergency Contact: Receives the email for all 12 impacted sites.
User2 - Site Emergency Contact (for 2 of the 12 impacted sites): Receives the email for only those 2 sites.
